We recommend the logical split is at the Project or Program Manager role.

This means the Project/Program of Manager, PMO Leader and all Stream Leads and below should be allocated to one of the deliver capability groups i.e. Project Team or Suppliers.

Other governance type roles such as Project/Program Director, Business Project/Program Manager, Project/Program Sponsor, Steering Committee Members , Business Working Group Members etc. should be allocated to the Leadership/Governance group.
