TeamAmp: Do I need to survey business stakeholders if my project is all technology, with no or little visible business impact?

Yes, generally all projects or programs have Business Stakeholders in some form. Business Stakeholders are:

“Business stakeholders who are involved in defining the business solution and/or who will be key to accepting and using the solution. This can include clients if you have a client facing business solution.”

So, for example, in a technology focused project like a network replacement or upgrade, the Business Stakeholders will likely be people like the network operations group who will receive the solution and the network architects who will have input to the design.
